FullCAM update for Emissions Reduction Fund vegetation projects

The Department is preparing to release an update to the Full Carbon Accounting Model (FullCAM) for public use in 2020. FullCAM is the model used to construct Australia's national greenhouse gas emissions account for the land sector. FullCAM is also used to generate abatement estimates for a number of vegetation methods under the Emissions Reduction Fund (ERF). The new version of FullCAM will be easier to use, as well as providing revised vegetation growth calibrations.
The update reflects a significant advance in the science. The results of this new science are now part of the calculations used for Australia's national carbon accounts. The FullCAM update will also be adopted for ERF projects (subject to transitional options being discussed through this consultation) to ensure they continue to use the latest science. Improvements incorporated in the latest update are expected to result in vegetation projects generating credits in greater quantities across the scheme nationally over the lifetime of projects. The nature of the changes is expected to result in increases in abatement estimates for some projects and reductions in estimates for other projects, compared to estimates under the current version of FullCAM.
Transitional arrangements will be established to assist ERF project participants to move to using the FullCAM update. ERF projects will not be required to use the FullCAM update for estimating abatement until 2020, after the transitional arrangements are finalised.
The Department is consulting on options for transitional arrangements, which are outlined in a discussion paper. The Department invited comments on the options presented in the paper from 15 November 2019 to 4 December 2019. Comments will be considered before a preferred option is implemented.
A pre-release version of the new FullCAM is available on Land Sector Reporting. This version is for preview purposes only, and does not constitute the latest publicly available version of FullCAM that is required to be used by ERF methods. The pre-release version of FullCAM doesn't include the effects of the transitional options being discussed through this consultation. Draft updated guidelines for using FullCAM under ERF methods are also available to help project participants navigate the FullCAM update and understand the changes that make it easier to use.
